Why do construction workers often fail to receive the benefits they are entitled under Education Assistance scheme?
Eligibility conditions-
- Labour has to be registered as a construction worker
- Migrants lack Karnataka-specific SATS ID needed by students
- Father’s Aadhar is mandatory but if the father had died before 2012, it's not available
- Tight deadlines for schemes, challenging if docs are missing
- Incorrect worker's children info on the labour card leads to denial
- Names of the children need to be mentioned on the labor card
Policy design related-
- Father's card renewal delay (15 days) causes missed deadline due to short window
- The scheme's benefits are seasonal in nature and can't be applied for continuously. In 2021, applications were accepted only in June, July, and August. In 2022, the window was open in February, March, and April.
- Benefit applies only up to two children.
- Officials insist on SATS ID (student identification number) which is a KA specific document and migrants don’t have it in home state.
Tech & System related-
- Most universities still haven't updated their college codes, and by the time they do, the deadline will have expired.
- Portal often experiences server issues hence delay in application leads to failure to apply
- Additionally, there will be a very little window of time in which to apply for the scholarship, and the department frequently modifies the application process, confusing applicants.
- Every year the department modifies process:
- In 2023: SS (Seva Sindhu)
- In 2022: can apply only through SSP (state scholarships portal)
- In 2021: SS (Seva Sindhu)
